California High-Speed Rail faces legal challenge over route changes

The California high-speed rail project is facing a legal challenge from community organizations regarding a planned segment in the Central Valley. The California Rural Legal Assistance and the Community Alliance for a Sustainable Economy have issued a cease-and-desist letter to the California High-Speed Rail Authority (HSRA).

The groups allege that the HSRA is violating state law by altering the planned route for the Merced-to-Madera segment. While state law mandates a new combined station in downtown Merced, recent requests for design and construction services describe a route starting south of Mission Avenue, outside the city.

The organizations claim the authority is unilaterally re-routing the system, shifting station locations, and downgrading the Central Valley segment to a single-track system without legislative authorization. This development follows a new business plan that may be driven by the project's significant financial constraints, as the rail system faces potential funding shortages by the end of 2027.
