California housing supply faces regulatory and reporting hurdles

California is facing significant challenges in meeting housing affordability mandates due to regulatory hurdles and inaccurate reporting. In Los Angeles, the city is failing to meet its decade-long goal for extremely low-income housing, issuing permits for only 4.2% of the required units. A recent city report incorrectly claimed a 400% growth in these units due to a miscalculation of 2022 data, whereas actual records suggest a decline in permitted extremely low-income units.

In Santa Barbara County, land-use policies are complicating efforts to meet state housing mandates. While the county is allowing 16,000 acres of farmland to be converted for solar and battery energy projects, cities face difficulties expanding their boundaries to build new homes. Current zoning designates much of the available land as agricultural, and cities must navigate the Local Agency Formation Commission (LAFCO) process to annex land for urban use, creating significant impediments to housing development.
