California implements universal transitional kindergarten for 4-year-olds

California has implemented universal taxpayer-funded transitional kindergarten (TK), making the program available to all 4-year-olds in the state. Governor Gavin Newsom announced the expansion, noting that the state has invested over $12 billion in the program since 2019. The administration estimates the initiative saves families an average of nearly $14,000 per child annually by providing an alternative to expensive private center-based care.

However, the expansion is creating challenges for the broader early childhood education sector. A UC Berkeley study suggests that while TK is a benefit for parents, it is destabilizing the existing child-care ecosystem. As families move children into the free public program, private child-care providers are struggling to reorient their businesses to serve different age groups or maintain enrollment. Many providers report losing students to the publicly funded TK option, complicating the stability of non-TK child-care services.
