California Institution for Men faces severe infrastructure deterioration

An audit by the California State Auditor has revealed that the infrastructure at the California Institution for Men (CIM) in Chino is badly deteriorated. The report states that the poor condition of the facility reduces access to safe housing, education, and rehabilitative programs for incarcerated individuals.

Despite a 2019 assessment identifying $1.2 billion in necessary repairs, the California Department of Corrections and Rehabilitation (CDCR) has only implemented a fraction of the recommendations. While the CDCR provided nearly $240 million for infrastructure work between fiscal years 2020–21 and 2024–25, the auditor determined this was insufficient to meet safety and habitability standards. The facility's issues currently impede access to functional sanitation, dry living areas, and essential programming.
