California intervenes in Alameda County child welfare system
The California Department of Social Services announced formal state oversight of the Alameda County Department of Children and Family Services, the strongest action short of a full takeover. The move follows a spring 2026 review that identified widespread failures, including delayed investigations, severe staffing shortages, and inadequate response to abuse reports.
An earlier audit revealed that the department routinely missed investigation deadlines, lacked proper medical and mental‑health care for foster youth, and failed to keep children connected with families. The review also noted long wait times for hotline callers and missing information in a majority of screened‑out referrals. State Senator Aisha Wahab, who has highlighted these deficiencies, cited the 2022 death of 8‑year‑old Sophia Mason as a stark example of the system’s breakdown.
County officials acknowledge the findings and say they are working with Wahab’s office to address staffing levels and improve emergency response protocols, while the state retains the authority to assume full control if corrective actions prove insufficient.
