California law mandates Sacramento region to coordinate homelessness response

Governor Gavin Newsom has signed Senate Bill 802, a law requiring the city and county of Sacramento, along with all smaller cities within the county, to form a joint powers authority to manage homelessness response. The mandate aims to force coordination across jurisdictional boundaries to improve communication and effectiveness in addressing the crisis.

This legislation is considered highly atypical, as it marks the first time the California Legislature has mandated the formation of a joint powers authority, which is usually a voluntary partnership between local governments.

While supporters view the move as a necessary step to solve regional issues, opponents argue that forced cooperation sets a dangerous precedent. Sacramento County Supervisor Patrick Kennedy expressed concern that the law could have ramifications for 57 other counties, and the county is currently threatening legal action against the state to block implementation.
