California law to help prevent affordable housing foreclosures

California's Assembly Bill 2020, authored by Assemblymember Jesse Gabriel, is set to take effect next year to help prevent foreclosures in the affordable housing sector. The law grants the California Department of Housing and Community Development the authority to allow owners of affordable housing units to transfer funds generated by one property to another to stave off foreclosure.

Supporters of the legislation, including Enterprise Community Partners Inc., note that many affordable housing developments operate on razor-thin margins. Rising insurance costs and maintenance expenses have increased the risk of financial distress. The bill aims to protect taxpayer investments and ensure that critical housing units remain on the market by allowing developers to use existing portfolio resources to stabilize struggling properties.
