California Legislature approves K-2 math assessment bill

The California Legislature has approved Senate Bill 1067, which will require schools to conduct annual math assessments for all students in kindergarten through second grade starting in the 2028-29 school year. The bill aims to address achievement gaps by identifying struggles early, as students who miss foundational math skills in these grades rarely catch up.

In addition to assessments, the legislation mandates that school districts provide math support, including group tutoring for students and additional coaching for elementary teachers. The bill's author, Senator Akilah Weber Pierson, cited a math achievement crisis in the state, noting that only 37% of California fourth graders were proficient in math on 2025 state tests.

The bill faces opposition from several groups, including the California Teachers Association, the California Mathematics Council, and various school administrator associations. These opponents argue that mandated assessments are premature before the state has sufficiently invested in teacher training and student support systems.
