California lifeguard rescue sparks calls for first responder status

A viral rescue by 16-year-old California State Parks lifeguard Ryder Williams has sparked calls to change how the state classifies lifeguards. On July 25, Williams rescued 10-year-old Nathaniel Rai after the boy was swept into the rough surf at Seabright State Beach in Santa Cruz.

The incident has highlighted a policy gap in California, where lifeguards are not officially recognized as first responders. This comes amid a national trend where drowning deaths in the United States have risen to approximately 4,500 annually since the pandemic, despite a persistent shortage of lifeguards.

Drowning remains a leading cause of death for children aged 1-4 and the second leading cause of unintentional injury death for children aged 5-14 in the U.S. Data also indicates that Black children face disproportionately higher drowning rates due to inequities in access to swimming lessons and pools.
