California passes law regulating robotaxi interference with first responders

California Governor Gavin Newsom has signed Senate Bill 1246 into law, establishing new regulations for autonomous vehicle (AV) companies including Waymo, Tesla, and Zoox. The legislation aims to enhance public safety by requiring AV developers to provide on-ground support to first responders when vehicles cause disruptions.

The law follows several high-profile incidents where robotaxis blocked traffic, entered crime scenes, or impeded police and firefighters. Much of the scrutiny has focused on Waymo, the largest US robotaxi operator, after reports indicated the company occasionally relied on first responders to manually move disabled vehicles.

Key provisions of the new law include:

• Penalties for companies if a robotaxi blocks emergency responders for more than 30 minutes. • Requirements that remote drivers must be based in the United States and hold a valid US driver's license. • Mandated accountability measures to ensure innovation does not compromise public safety during vehicle breakdowns or emergencies.
