California Proposition 38 earmarks $4 billion for a single immunology institute

Proposition 38, appearing on California’s November ballot, proposes an $8.4 billion state bond to fund cutting‑edge immunology research, including treatments for heart disease, cancer and Alzheimer’s. More than $4 billion of that financing would go to a single, unnamed institute.

Analysis by CalMatters indicates the wording of the measure is crafted to single out the California Institute for Immunology and Immunotherapy, whose prominent donor and co‑founder backs the proposition. Professor Sarah Hill of Cal State Fullerton described the bond language as “oddly specific with numbers” and warned that the measure appears designed to benefit a specific nonprofit.

Critics argue the targeted allocation raises transparency concerns and could amount to a $4 billion giveaway to the institute, while the remaining funds would be awarded competitively to nonprofit and public‑university researchers.
