California Proposition 39 could implement stricter voter ID requirements

California Proposition 39, known as the Voter Identification, Citizenship Verification, and Registered Voter List Administration Initiative, will appear on the November 3 election ballot. If passed, the measure would implement stricter identification requirements for voters.

Under the proposed initiative, mail-in voters would need to provide the last four digits of their Social Security number, a driver’s license, or a state ID on their ballot envelope. In-person voters would be required to present government-issued identification, and election officials would be tasked with verifying the U.S. citizenship of all voters.

Critics, including Jessica Paz-Cedillos, CEO of Mexican Heritage Plaza, have expressed concern that the measure could create barriers for eligible voters, particularly in diverse areas like Santa Clara County. Paz-Cedillos noted that citizenship is already a requirement for voting and argued that additional layers of identification could lead to eligible voters being questioned, delayed, or having their ballots rejected.
