California Proposition 40 billionaire tax faces massive funding gap
California’s Proposition 40, a proposed one-time 5 percent tax on the assets of billionaires, has become a central point of political contention ahead of the November 3 election. The measure is intended to offset an estimated $100 billion in expected federal healthcare funding cuts.
Campaign finance reports indicate a significant resource disparity between supporters and opponents. Opponents have raised $187 million to defeat the measure and promote two nullifying ballot initiatives, Proposition 41 and Proposition 42. In contrast, supporters have raised $32 million. While the state Democratic Party supports the tax, Governor Gavin Newsom opposes it.
Proposition 41 seeks to prohibit new state taxes from being excluded from voter-approved spending caps, while Proposition 42 aims to prohibit new taxes on assets such as retirement accounts and intellectual property. If Proposition 42 receives more votes than Proposition 40, the wealth tax would be nullified. Proponents of the tax argue that it is necessary to address healthcare cuts and maintain state services, asserting that residency laws will prevent billionaires from avoiding the levy by moving out of state.
