California billionaire wealth tax proposal faces intense debate
California voters will decide on Proposition 40 this November, a ballot measure that proposes a one-time 5% tax on the wealth of billionaires to fund healthcare for children. The initiative, sponsored by SEIU-United Healthcare Workers West, targets individuals with assets exceeding $1 billion. Proponents, including Senator Bernie Sanders and Representative Ro Khanna, view the measure as a potential model for future state and federal wealth taxes.
The proposal faces significant opposition from Governor Gavin Newsom, who argues the tax could lead billionaires to leave the state. Newsom has instead proposed a national tax focused on loans taken against assets. Additionally, opponents have introduced Proposition 42, which seeks to prohibit new state taxes on the ownership of personal property and would nullify Proposition 40 if it receives more votes.
Debate also surrounds the scope of the tax. Critics and some business groups argue the measure contains language that could allow the state legislature to expand the tax to a broader range of taxpayers. Supporters maintain the tax is strictly limited to billionaires and that such claims are scare tactics intended to protect concentrated wealth.
