California regulator explores integrating CCUS into cap-and-invest programme

The California Air Resources Board (CARB) is exploring methods to integrate carbon capture, utilisation, and storage (CCUS) into the state’s cap-and-invest programme. Staff recently presented progress on the CCUS programme, which aims to incorporate both natural and engineered carbon management strategies.

CARB is expected to finalize its first CCUS programme by the end of the year, which will be responsible for evaluating and regulating such projects within the state.

However, environmental and community advocacy groups have called on the regulator to reject CCUS projects. Critics, including Food & Water Watch, argue that carbon capture serves as a distraction from phasing out fossil fuels and expressed concerns regarding the safety of pipelines and injection wells, stating these projects pose risks to public safety and natural ecosystems.
