California seeks emergency funds for transgender youth healthcare

California lawmakers are seeking $10 million in emergency funding to prevent a disruption in gender-affirming healthcare for minors following a federal decision to cut funding. The Centers for Medicare and Medicaid Services recently finalized a rule prohibiting federal reimbursement for these services, which is set to take effect on October 13.

Approximately 1,500 transgender and gender-nonconforming children enrolled in Medi-Cal could lose access to essential treatments, including puberty blockers and hormones, if the state does not act. Assemblymember Chris Ward, chair of the LGBTQ caucus, emphasized that Medi-Cal serves as a vital lifeline for these low-income residents.

The proposed state funding would aim to create a separate pathway to keep state dollars distinct from federal funds to comply with new regulations. However, the Department of Health Care Services noted that establishing such a program could take up to a year. Some parents and advocacy groups have expressed concern that the state was unprepared for the transition and may still face gaps in care despite the emergency request.
