California teachers' union sues over funding and pension reforms
The California Teachers Association (CTA) has filed a lawsuit against the state administration, alleging that Governor Gavin Newsom is illegally withholding $6 billion in public education funding. The union argues that the state is violating Proposition 98, a 1988 constitutional amendment that mandates minimum annual funding levels for K-12 schools and community colleges. CTA President David Goldberg stated the union is demanding the return of these funds to prevent educator layoffs and service cuts.
The California Department of Finance defended the administration, stating that funding delays often occur because tax revenues are not collected until after the fiscal year ends. A spokesperson also noted that basing staff salaries on fluctuating state funding is not a prudent budgeting practice.
In a separate development, new pension reform legislation has been signed into law in California. The reform is expected to reduce future retirement payouts for PreK-12 public school teachers while increasing their mandatory contributions. The CTA and other educator groups have expressed significant opposition to the bill, citing concerns over teacher retention and financial security.
