California to implement statewide homelessness prevention strategy

Following the signing of Assembly Bill 1924 by Governor Gavin Newsom, California is developing its first statewide homelessness prevention strategy. The new law is modeled after successful programs in Santa Clara County.

The California Interagency Council on Homelessness is tasked with creating an action plan and a blueprint for measurable prevention goals by July 1, 2028. The council will also identify high-impact local efforts and provide recommendations for future funding.

Due to current budgetary constraints, the legislation does not include immediate funding for these programs, potentially leaving the financial responsibility to cities and counties. Advocates note that preventing homelessness is significantly more cost-effective than providing services once individuals have already lost their housing. In California, approximately 190,000 people experience homelessness for the first time annually.
