California voter rolls under scrutiny after non-citizen arrest

Darwin Jonathan Rivera Flores, a Honduran national and lawful permanent resident in California, has been arrested on two felony charges: false claim to U.S. citizenship and fraudulent voter registration. Authorities state that Rivera Flores falsely attested to being a U.S. citizen when registering to vote in November 2025.

First Assistant United States Attorney Bill Essayli noted that the case highlights vulnerabilities in California’s voter rolls, which he described as operating on an “honor system.” Essayli stated that the state does not verify citizenship during the registration process. He further noted that according to the Secretary of State, approximately 500,000 people register without providing a driver’s license or Social Security number.

Reports indicate that Rivera Flores came to the attention of federal authorities after allegedly harassing an ICE agent via text message following a disruption of ICE operations in February. He reportedly taunted the agent regarding his intention to vote in the upcoming midterm elections.
