California Proposition 40 billionaire tax faces intense election battle

California voters will decide on Proposition 40 this November, a measure that proposes a one-time 5% tax on the net worth of the state’s approximately 200 billionaires. The tax would apply to net worth exceeding $1 billion, including unrealized gains on assets, though most retirement accounts and real estate would be exempt.

Supporters, led by the Service Employees International Union-United Healthcare Workers West, aim to raise $100 billion to fund healthcare and offset federal funding cuts to programs like Medi-Cal. However, the measure has sparked significant opposition. Campaign committees fighting the tax have raised over $300 million, with Google co-founder Sergey Brin contributing more than $100 million. Other major donors include John Doerr, Eric Schmidt, and Vinod Khosla.

Economic projections regarding the tax vary widely. While supporters highlight its potential to address the wealth gap, researchers from the Hoover Institution estimate the tax could result in a net negative value of $39 billion for California due to potential billionaire flight and lost income tax revenue.

Polling shows a sharp generational divide: 76% of likely voters aged 18 to 29 support the measure, while only 36% of voters aged 55 and older favor it. Current polling suggests the measure is in a tight race, with support hovering near 46%.
