California voters to decide on billionaire wealth tax in November

California voters will decide on Proposition 40 this November, a measure that proposes a one-time 5% tax on the net wealth of residents with assets exceeding $1 billion. The initiative, supported by the SEIU United Healthcare Workers West, aims to address healthcare funding needs. If passed, 90% of the revenue would be directed toward healthcare services, while the remaining 10% would fund education, food assistance, and administrative costs.

The proposal has caused division within the California Democratic Party. While proponents view it as a way to combat wealth inequality and offset federal Medicaid cuts, opponents—including a coalition known as No on 40—warn of potential capital flight, risks to construction employment, and uncertainty regarding public service funding.

Governor Gavin Newsom has expressed opposition to the wealth tax. Instead, he is endorsing a separate measure, Proposition 42, which seeks to prohibit certain retroactive state taxes and levies on personal property. The residency requirement for the tax, based on status as of January 1, remains a significant point of contention among critics.
