Economist Philippe Dessertine warned that “modern financial frameworks cannot absorb the compounding shocks of climate deregulation.” Experts argue that shifting funds from reactive post‑disaster payouts to proactive measures—such as resilient infrastructure, vegetation management and stricter building codes—could reduce future losses.
