Cambodia exposes massive No. 8 fraud compound linked to Prince Group

Cambodian authorities have granted media access to the “No. 8 Park” in Prey Veng province, a massive 120-hectare compound previously identified as a major hub for cyber fraud. The facility, also known as Meun Chey Business Center, was designed to house approximately 20,000 people and functioned like a self-contained town with dormitories, offices, markets, and a casino.

The compound was raided in February following intelligence from the Chinese Ministry of Public Security and the FBI. Investigations revealed that the operator, Legend Innovation, had close ties to the Prince Group and Huione Group. Authorities linked the site to Prince Group founder Chen Zhi and former Huione Group chairman Li Xiong, both of whom have been arrested and extradited to China.

Media inspections of the site uncovered sophisticated deception tools, including rooms designed to mimic law enforcement offices, such as a fake “Singapore Police Force Commercial Affairs Department” set used to deceive victims during video calls. The compound featured heavy surveillance and Chinese-language signage. While officials claim to have dismantled major hubs, experts suggest criminal networks may be transitioning to smaller, decentralized locations like cafes and residential buildings.
