Cameroon proposes extending PIISAH import-substitution program to 2030

The Cameroonian government has acknowledged that the Integrated Agropastoral and Fisheries Import-Substitution Program (PIISAH) will not meet its initial goal of reducing food imports by 40% by the 2026 deadline.

In a 2025 economic report presented in Yaoundé, the Ministry of Economy, Planning and Regional Development (Minepat) proposed extending the program through 2030. The ministry suggests that a new phase from 2027 to 2030 is necessary, provided there is a revision of targets to match actual production cycles and a guarantee that allocated funds are effectively disbursed.

The program, which targets seven key sectors including rice, maize, wheat, palm oil, millet-sorghum-soy, fish, and cattle-dairy, was budgeted at 1,443 billion FCFA. However, reports indicate a significant funding gap; by the end of 2025, less than 110 billion FCFA had been mobilized, representing a mobilization rate of less than 8% of the total planned amount.
