Campinas implements environmental incentive program for landowners

The Campinas City Hall has published Decree No. 24.618 to regulate the ISA Carbon Environmental Services Incentive subprogram. This initiative aims to reward rural and urban property owners who conserve native vegetation areas that contribute to carbon storage, biodiversity protection, climate regulation, and water resource conservation.

To participate, urban properties must have more than one hectare of native vegetation, while rural properties must have more than two hectares. Eligible vegetation types include Seasonal Semideciduous Forest, Cerrado, Paludosa Forest, or Riparian Forest in medium or advanced stages of regeneration. Participation requires qualifying through a public call for bids and providing documentation to prove ownership and area characteristics.

Financial incentives are paid annually in a single installment. The maximum value is set at 250 UFICs (approximately R$ 1,279.90) per hectare per year, based on 2026 values. Payments are scaled based on environmental compliance: properties in full compliance may receive 100% of the calculated incentive, while those in partial compliance receive 50%.
