Campobasso faces urban planning hurdles for new Regional Council headquarters

The Campobasso Municipality faces regulatory challenges regarding the new headquarters for the Regional Council located in Contrada Macchie. The project involves transforming a building currently classified for commercial use into a directorial structure to house public offices, a council chamber, archives, and administrative services.

The intervention is estimated to cost approximately 550,000 euros. A central legal question is whether a ‘SCIA’ (Certified Notification of Commencement of Activity) is a sufficient legal instrument for such a significant change in urban destination, or if a formal building permit is required. This follows recent jurisprudence from the Council of State, which has established strict boundaries regarding the modification of use between functionally autonomous categories.
