Canada and EU negotiate new strategic partnership
The European Union and Canada are negotiating a comprehensive new strategic partnership aimed at deepening cooperation in trade, security, defense, technology, and critical minerals. The initiative seeks to create a transatlantic alliance of middle powers to counterbalance the global influence of the United States and China.
European Commission President Ursula von der Leyen is expected to announce the plans on September 16 during her State of the Union address in Strasbourg. Canadian Prime Minister Mark Carney is scheduled to attend the announcement and will address the European Parliament the following day, September 17.
The Canadian government is pursuing a level of integration as close as possible to the EU without seeking formal membership. Key areas of focus include strategic capabilities such as space exploration, scientific research, and defense. Notably, Canada has already become the first non-EU country to join the EU's defense procurement program, valued at approximately $175 billion. A bilateral summit between Canada and the EU is planned for late October in Canada.
