Canada and Philippines Formalize Strategic Partnership to Boost Trade, Defence and Security

Canadian Foreign Affairs Minister Anita Anand visited Manila and, alongside President Ferdinand Marcos Jr., announced the adoption of a 2026‑2030 Plan of Action to implement the ASEAN‑Canada Strategic Partnership. The plan outlines cooperation on trade, investment, regional security, cyber‑threat collaboration and anti‑money‑laundering initiatives, including a CAD 3.6 million package for projects with ASEAN partners.

In a joint statement, Prime Minister Mark Carney and President Marcos confirmed the elevation of bilateral relations to a Strategic Partnership. The agreement launches bilateral free‑trade negotiations, a new labour‑migration framework, expanded defence cooperation and programmes to deepen economic and educational ties. Human‑rights groups have warned that deeper defence and economic links could undermine democratic accountability in the Philippines.
