Canada Investment Summit: PM Carney unveils $1 trillion target and new tax incentives

At the inaugural Canada Investment Summit in Toronto, Prime Minister Mark Carney unveiled a major economic agenda aimed at attracting $1 trillion in total investment over the next five years. A central component of this plan is the ‘Productivity Mega Deduction,’ a tax incentive that expands immediate expensing to a broader range of capital assets. This measure, which includes items such as software, mining property, pipelines, and fibre-optic cables, aims to reduce the marginal effective tax rate to 6.4 per cent, making Canada more competitive with other advanced economies.

In addition to tax reforms, the federal government announced plans to open four of Canada’s major international airports—Toronto, Vancouver, Montreal, and Calgary—to private investment through concessions and leases, while retaining ownership of the underlying assets. The summit also saw significant commitments from the financial sector, with major Canadian banks pledging approximately $325 billion in new financing for businesses and infrastructure.

While business groups and industry alliances have welcomed the tax changes, experts noted that the long-term success of this capital push depends on overcoming structural hurdles, including labour shortages, environmental regulations, and the need for streamlined project approvals.
