Canada faces criticism over conflating anti-Zionism with anti-Semitism

The Canadian government is facing criticism from Independent Jewish Voices (IJV) following a progress report from the Ministry of Public Safety regarding the national approach to anti-Semitism. The report states that anti-Semitism ‘includes anti-Zionism’ and suggests that institutions should better address contemporary forms of anti-Semitism, specifically citing anti-Zionism.

Canada utilizes the working definition of anti-Semitism provided by the International Holocaust Remembrance Alliance (IHRA). While the government emphasizes that this definition is not legally binding and does not criminalize specific behaviors, it is used for training purposes among police, justice officials, and educational institutions.

IJV, a grassroots organization that identifies as anti-Zionist, has labeled this stance an ‘appalling capitulation’ to pro-Israel lobby groups. The group argues that anti-Zionism is a political position regarding Palestinian rights and opposition to Israeli occupation, rather than a form of hate speech. IJV further warned that conflating political criticism of Zionism with anti-Semitism threatens freedom of expression in Canada.
