Canada faces legislative shifts with Bill C-39 and labour union disputes
The Canadian federal government has introduced Bill C-39, also known as the Building Canada Strong Act. This omnibus legislation proposes significant amendments to 18 statutes and four regulations, covering environmental, transportation, and labour laws. While the stated objective is to accelerate approvals for major projects, environmental experts have characterized the bill as one of the largest rollbacks of federal environmental protections in Canadian history. The legislation could allow for the pre-approval of projects in designated regions and grant ministers the power to consolidate various environmental permits into a single approval.
Separately, the Canadian Labour Congress (CLC) has faced internal criticism following a national convention resolution to sever ties with Histadrut, Israel’s national labour federation. Critics argue that this decision undermines the principle of labour solidarity, noting that Histadrut represents a diverse workforce of over 800,000 Jewish, Muslim, Druze, and Christian workers. The move is being viewed by some long-term union members as a shift away from universal worker representation toward political decision-making.
