Canada faces questions over Arctic diplomatic capacity
As Canada seeks to expand defense and economic activities in the Arctic, experts are questioning whether the government possesses sufficient diplomatic expertise to manage the region's growing geopolitical tensions.
Natan Obed, president of Inuit Tapiriit Kanatami, noted that Global Affairs Canada lacks significant “bench strength” regarding Arctic diplomacy. This concern follows the 2023 closure of the Canadian International Arctic Centre (CIAC), a diplomatic hub based in Norway since 2009. Global Affairs Canada justified the closure by citing high costs in Oslo and suggesting that a hybrid work model allows for effective engagement from Ottawa.
However, former ambassador Artur Wilczynski criticized the decision as “incoherent,” arguing that deep regional knowledge cannot be acquired through remote technology. The debate comes as the Trudeau government implements an Arctic foreign policy aimed at increasing international collaboration to address emerging foreign threats in the North.
