Canada Immigration Agency Issues Application Tips Amid Concerns Over Automated Visa Triage

Immigration, Refugees and Citizenship Canada (IRCC) released a set of ten recommendations to help applicants avoid processing delays, returns, and refusals. The guidance stresses using the latest forms, following specific document checklists for each stream, completing biometrics promptly, providing certified translations, paying correct fees, supplying complete address and travel histories, offering adequate proof of funds, and completing required medical examinations.

Separately, IRCC’s use of automated tools to triage temporary resident visa applications before human review has drawn criticism. A University of Toronto study found that, despite official claims of transparency and human oversight, applicants lack insight into how the algorithm influences decisions. The researchers describe “epistemic asymmetry” where procedural safeguards are not observable to users, “jurisdictional asymmetry” where factors such as nationality or visa office affect outcomes, and note that processing delays can disrupt personal events like weddings, pregnancies, job offers, and family reunification.
