Canada launches workforce initiatives to support industrial strategy

The Canadian federal government is implementing new workforce development policies to support its emerging industrial strategy and major projects agenda. Central to this initiative is the launch of the Sectoral Workforce Innovation Fund (SWIF), which is now accepting applications for projects designed to address skilled labour shortages. The fund utilizes a co-investment model with employers and partners to support training approaches such as micro-credentials, skills assessments, and targeted certification programs.

These efforts complement the newly announced Workforce Alliances, which consist of six sectoral tables mirroring government priorities in energy, industry, and transportation infrastructure. Additionally, a $6 billion funding stream has been launched to support Red Seal skilled trades training. These initiatives aim to prepare workers for high-demand sectors, including electric vehicle and battery production, shipbuilding, advanced manufacturing, and critical minerals.

The move comes as businesses face significant recruitment challenges; Statistics Canada reports that nearly 27 per cent of businesses expect recruiting skilled employees to be an obstacle, with nearly half of construction and manufacturing firms facing similar difficulties. Labour advocates and academics are examining these new structures to determine if they offer unions increased opportunities to influence industrial policy and labour standards.
