Canada Post’s Role in Shutting Canadian Community Newspapers
The recent closure of Winnipeg’s Community Review has left 200,000 households without a free community newspaper and affected more than 800 delivery workers and their families. Analysts attribute the decline to a concentrated flyer‑printing market dominated by Montreal‑based TC Transcontinental, which gained its position after a 2012 Competition Bureau‑approved asset swap.
Municipal and provincial policies have also played a part. Former Montreal mayor Valérie Plante’s bylaw ended the distribution of the Publisac flyer‑bag, while several provinces, including Manitoba, imposed extended‑producer‑responsibility levies on printed newspapers. Ontario Premier Doug Ford exempted newspapers from those levies. Canada Post, a Crown corporation, partnered with TC Transcontinental to distribute a curated flyer bundle called “Raddar,” which omits community newspapers. The postal service is said to charge TC Transcontinental rates lower than those offered to community papers, reducing competition and contributing to the shutdown of Métro Média’s network of more than 30 hyper‑local titles, including 17 print newspapers.
