Canada reforms defense procurement and sees new air training bid

Canada is implementing structural reforms to its military procurement process by transforming the Defense Investment Agency into a crown corporation. Under Bill C-40, the new Canadian Defense Investment Corporation will operate with autonomous governance, a dedicated board of directors, and increased negotiating capabilities. The goal is to move away from slow, administrative-heavy purchasing toward a more commercial and agile model that can better attract private-sector expertise and respond to evolving technological needs.

In a related development within the defense sector, a consortium known as Team StrīQ has submitted a bid for Canada’s Ragnar programme, which aims to modernize air weapons ranges. The consortium includes British defense firms QinetiQ and Serco, alongside Canadian engineering firm Arcfield Canada and Indigenous enterprises Des Nedhe Group Defence and Cold Lake First Nations Defence. The project seeks to expand training ranges at Cold Lake and Bagotville and enhance expertise at Goose Bay by integrating live aircraft, synthetic systems, and secure networks.
