Canada suspends consular services in South Sudan

Canada has temporarily suspended its consular services in South Sudan, transferring diplomatic responsibilities to its embassy in Addis Ababa, Ethiopia. The decision, which took effect on July 13, 2026, follows a review by Global Affairs Canada regarding foreign policy objectives, security conditions, and cost considerations.

This move comes amid a broader Canadian budget plan to reduce foreign aid contributions by $2.7 billion over four years. In the 2024-25 period, South Sudan was a significant recipient of Canadian assistance, receiving $91 million in bilateral aid and $23 million in multilateral assistance.

Political analyst Dr. Abraham Kuol Nyuon has urged the South Sudanese government to view this withdrawal as a matter of concern and to engage in dialogue to strengthen bilateral relations. He noted Canada’s historical support for South Sudan during its struggle for independence and warned that deteriorating relations could have serious consequences.
