Canada unveils responsible data centre development principles

The Canadian federal government and the Federation of Canadian Municipalities have introduced ‘Canada’s Responsible Data Centre Development Principles’. Supported by 23 industry signatories, the framework establishes a national baseline of expectations for the development of data centre infrastructure.

The principles aim to move beyond the binary choice of opposing or unconditionally accepting these facilities. Key objectives include ensuring projects create lasting local benefits, minimizing freshwater use and environmental impacts, and providing transparent, verifiable information regarding local impacts. Additionally, the framework seeks to prevent project-driven electricity costs from being shifted onto households and existing businesses.

While these principles are not binding federal laws or permits, they are intended to complement provincial, territorial, municipal, and Indigenous processes. The initiative follows recognition from Ottawa that building domestic computing and data storage capacity is essential for national resilience and innovation, though the text notes that physical location does not guarantee legal sovereignty if a firm remains subject to foreign laws.
