Canada updates crypto capital rules and deposit legal status
Canada is advancing the integration of digital assets into its mainstream financial system through new regulatory clarifications. The Office of the Superintendent of Financial Institutions (OSFI) has finalized a change to its 2027 capital rules regarding cryptocurrency. This adjustment allows banks to treat regulated exchanges of traditional financial assets as a single exchange when calculating delta risk for qualifying Group 2a crypto exposures. This measure aims to reduce capital overstatement for market-neutral positions where the same asset is held across different qualifying regulated exchanges.
Additionally, Canada has confirmed that bank-issued crypto deposits hold the same legal standing as traditional bank deposits. This legal equivalence is expected to bolster institutional confidence and may influence market dynamics by encouraging participation from larger, risk-averse players. The new capital guidelines apply specifically to Group 2a exposures that meet strict hedging-recognition tests, including requirements for product structure, liquidity, and regulatory approval. Positions on unregulated exchanges do not qualify for these cross-exchange recognition benefits.
