In Summerland, British Columbia, a Deaf couple experienced a lack of audible or visual alerts during the Bald Range fire, relying entirely on a neighbor to inform them of the danger.

Advocates and researchers note that current evacuation protocols often assume individuals can hear sirens, interpret standard alerts, drive themselves, or navigate registration centers independently. With approximately one in four Canadians living with at least one disability, and the frequency of climate-driven disasters like wildfires and floods expected to increase, experts warn that existing systems are inadequate for protecting vulnerable populations.
