Canada's Bailey's Law commemorated at Kelowna fundraiser a year after murder

On July 4, 2026, Cupcasions Bakery in Kelowna hosted a memorial fundraiser marking the first anniversary of the death of Bailey McCourt, a 32‑year‑old mother of two who was killed in a downtown parking lot on July 4, 2025. Her estranged husband, James Plover, who had been released on bail after a conviction for intimate‑partner violence, faces first‑degree murder charges.

McCourt’s aunt, Debbie Henderson, led a campaign that contributed to the passage of Bill C‑225, known as Bailey’s Law, which makes first‑degree murder the presumptive charge in intimate‑partner‑violence cases. The private‑members bill, introduced by Conservative MP Frank Caputo, received royal assent in June 2026. Henderson praised the legislation, saying it was “honour and privilege…to be the voice for Bailey and other women.”

Bakery owner Libbie Phillips organized the second annual Bailey’s Day event, with proceeds supporting the family’s advocacy and local women’s shelters. The fundraiser featured specially made cupcakes and cookies, and the community’s strong turnout was described as “heartwarming and meaningful.”
