Canada's recognition of Palestine tied to Palestinian Authority reforms
In September 2025, Canadian Prime Minister Mark Carney announced the official recognition of the State of Palestine. Carney stated that this decision was predicated on a commitment from the Palestinian Authority (PA) to undergo fundamental governance reforms. This commitment was reportedly detailed in a letter from Palestinian President Mahmoud Abbas, though Canada’s Privy Council has declined to publish the document, citing diplomatic considerations.
As of late 2026, the status of these reforms remains a point of discussion. The Palestinian finance ministry reported in July that the PA has successfully implemented 30 of 33 promised legal and social-system reforms, including improvements to investment laws and the rule of law. However, Palestinian Ambassador Feda Abdelhady noted that the effectiveness of these reforms is hindered by ongoing violence and the occupation.
Canada has maintained that Hamas cannot hold a role in any future Palestinian state. Meanwhile, Palestinian officials have argued that economic constraints, including Israeli policies regarding tax revenue, limit the PA's ability to fully fund social services and complete further reforms.
