Canadian cultural groups urge Carney to maintain streamer contributions

Dozens of Canadian cultural organizations are urging Prime Minister Mark Carney to maintain mandatory financial contributions from foreign streaming services toward Canadian content. In a letter signed by 50 groups, including the Canadian Media Producers Association and various unions for actors, writers, and directors, the sector expressed concern over the government's plan to replace the current 15 per cent contribution rule with direct annual funding.

The signatories argue that the promised $600 million per year in government funding is not a substitute for a regulated contribution regime. They contend that while the government's pledge is welcome, discretionary funding is subject to budget changes and political pressure, whereas a CRTC-regulated framework provides durable, legally enforceable obligations.

The dispute follows a shift in government policy. After the CRTC increased contribution requirements for large streamers, the federal government indicated it would instead provide direct industry funding and eliminate the specific contribution requirement for streamers. The cultural sector claims this change has introduced significant uncertainty into the production industry.
