Cancun shifts toward luxury tourism while maintaining public beach access

Cancun is undergoing a strategic shift in its tourism landscape, moving toward a model of high-end exclusivity. The Quintana Roo Tourism Promotion Council (CPTQ) recently participated in Virtuoso Travel Week in Las Vegas to target high-net-worth travelers and luxury travel facilitators.

This transition is evident in developments such as Costa Mujeres, where the focus has shifted toward five-star enclaves like the upcoming St. Regis Costa Mujeres Resort. While the region is expanding its luxury footprint to attract affluent visitors who spend more outside of traditional resorts, budget-conscious travelers can still access the area through public resources.

Under Mexican law, all beaches are federal property and remain free to access. Locations such as Playa Delfines, Playa Tortugas, and Playa Las Perlas offer public access points, allowing backpackers and middle-class travelers to utilize the coastline without mandatory resort fees or minimum spending requirements.
