Cao Bang partners with Germany on climate-resilient infrastructure

Cao Bang province in northeastern Vietnam is launching a collaborative program with the German city of Spiesen-Elversberg to address urban infrastructure challenges caused by climate change. With over 90% of its 6,703 km² area consisting of mountainous terrain, the province is highly vulnerable to extreme weather events.

Local officials report that increasing rainfall intensity—rising 20-60% between 1961 and 2025—has led to severe consequences. In 2025, extreme weather impacted over 15,000 homes, 54 schools, and caused damage to numerous national roads, bridges, and irrigation works. The program, titled ‘Local Solutions Led by Localities - Cooperation with Germany,’ aims to develop climate-resilient urban infrastructure to mitigate risks such as flash floods, landslides, and flooding.
