Cap Cana and Dominican Republic's MIVHED push construction permitting reforms
Cap Cana Ciudad Destino hosted a public‑private dialogue with the Dominican Republic's Ministry of Housing, Habitat and Buildings (MIVHED) to discuss modernising the country's construction‑permit system. The forum, titled “Towards Efficient Permitting: Challenges and Solutions,” brought together government officials, developers, investors and construction‑sector representatives.
Minister Víctor “Ito” Bisonó outlined reforms aimed at shortening approval times, removing duplicate steps, increasing transparency and strengthening legal certainty. He noted that in the first half of 2026 the ministry issued 921 construction licences – an 83 % rise over the same period a year earlier – enabling private‑sector projects worth more than RD$330 billion. A new national permitting platform is under development to integrate processes and improve traceability. Cap Cana executive Jorge Subero Medina stressed that clear rules and ongoing communication between public authorities and investors are essential for sustainable tourism‑related development.
