Capgemini to sell US government subsidiary to ITC Federal

French IT services firm Capgemini has signed a definitive agreement to sell its subsidiary, Capgemini Government Solutions, to the US-based ITC Federal. The transaction is expected to close in the coming weeks.

The sale follows significant controversy regarding a contract between the subsidiary and U.S. Immigration and Customs Enforcement (ICE). The contract involved providing a digital tool used to identify and track the movements of foreign nationals on US soil. This partnership drew criticism from French politicians, including Economy and Finance Minister Roland Lescure, as well as labor unions, due to the nature of the work performed for US immigration authorities.

Capgemini previously stated that legal constraints regarding classified federal contracts in the United States prevented the parent group from exercising adequate control over certain aspects of the subsidiary’s operations. The unit represented approximately 0.4% of Capgemini’s 2025 global revenue and less than 2% of its US revenue.
