Capital Development Authority cancels Bahria Town layout plan

The Capital Development Authority (CDA) has cancelled the 2010 layout plan for Bahria Town’s Phase III-E and Phase IV in Islamabad, effective immediately. The decision follows nearly 15 years of unresolved regulatory violations and the developer's failure to secure the required No Objection Certificate (NOC) despite previous approvals.

The CDA cited multiple breaches, including the sale of land and plots before obtaining necessary permits and the unauthorized construction of commercial buildings along Corniche Road. A federal audit also flagged illegal construction on riverbeds, graveyards, and designated open spaces.

In addition to cancelling the 2,999-kanal development plan, the CDA has suspended the processing of all other pending cases for Bahria Town, labeling the company a defaulter. The authority’s enforcement wing has been instructed to proceed with the demolition and removal of structures built under the cancelled scheme. The developer was previously ordered to restore plots designated for public amenities, such as parks and playgrounds, but the CDA rejected the company's response as being not grounded in facts.
