CAPUFE reaches environmental agreements to end highway 135D protests

Residents of San Pablo Huitzo have ended protests on the 135D highway (Cuacnopalan-Oaxaca) following agreements with Caminos y Puentes Federales (CAPUFE) and federal authorities. The mobilization, which targeted Toll Plaza 78, concluded after a formal work minute was signed on August 19, 2026.

Key commitments from CAPUFE include the removal of debris and materials from the highway right-of-way within one month. To address environmental concerns, CAPUFE has agreed to immediately suspend all wastewater discharges in the area and close the restrooms at the Bis 12 toll booth to prevent further contamination while a permanent treatment plant is developed.

Additionally, authorities will conduct technical diagnostics with the Mexican Institute of Water Technology (IMTA) to address the sanitation of streams and ravines. CAPUFE will also work with CONAGUA to evaluate the construction of water infrastructure and review the presence of gravel and debris obstructing natural watercourses.
