Capulhuac substitute mayor ordered to be sworn in by TEEM

The Electoral Tribunal of the State of Mexico (TEEM) has ordered the Capulhuac City Council to swear in substitute mayor Norma Ortega Ortiz. The ruling follows the refusal of local authorities to recognize her leadership after the previous municipal president, Selenne Hernández, was sentenced to prison.

Hernández was sentenced to five years and five months in prison for abuse of authority following an incident in May 2025 where she assaulted a municipal DIF employee. The TEEM plenary ruled unanimously that Hernández's legal situation is incompatible with holding office, as her sentence includes the suspension of political-electoral rights and disqualification from public service.

Norma Ortega Ortiz, who had previously filed a complaint regarding negligence and the council's refusal to act, stated that the resolution reflects the strength of the community. The decision remains subject to potential appeals before the Regional and Superior Chambers of the Federal Electoral Tribunal.
